Regarding traveling to Cat Ba from Halong Bay, I think it does not make a lot of sense. Normally, tourists tend to visit Cat Ba first and travel to Halong Bay afterwards. If you do need to reach Cat Ba from Halong Bay (BaiChay Wharf), there are ferries and hydrofoils available.
